Jacksonville is large enough that a beach cottage, a Mandarin subdivision, and a Westside ranch do not share a roof. Duval County is not in the High-Velocity Hurricane Zone. Aerial reports here are still worth ordering when you need squares without a drive across the county.
One consolidated city, several roof stocks
Duval’s consolidated city-county runs from the Atlantic beaches through the Southside and Mandarin to the Westside and the Northside. Beach houses and some river properties show more metal and exposed fasteners. Inland subdivisions are overwhelmingly architectural shingle on hip frames. Older neighborhoods closer to the St. Johns can be shaded, with additions that do not match the original pitch.
People sometimes import Miami rules because both places are Florida. The HVHZ is Miami-Dade and Broward only. Jacksonville still has a real hurricane and tropical-storm exposure, and insurers still ask roof questions, but a measurement report will not classify the wind-borne debris region of a parcel. Your building department and the code do that.
Why a county this wide changes the order notes
Geocoding “Main Street” without a ZIP is how pins land in the wrong Jacksonville. Include the ZIP. If the job is a duplex or a house with a separate mother-in-law structure, say which roofs count. Naval-area housing and ordinary subdivisions use the same SKUs; there is no military price and no beach price.

What to order
Simple shingle gables are a fair use of the $16.20 Bid Report. Cut-up hips, metal panels where you need ridge and eave lengths, and any roof you will actually propose should be Premium at $21.83. Commercial low-slope buildings, including warehouses toward the port and the west industrial areas, belong on a commercial SKU. Wall area for siding is a wall report, not a line on the roof PDF.
